For those folks who haven't suffered a snowfall in Seattle, and wonder why one inch can shut down the city ... here's why.
Hills, no salt, no plows, things melt a bit during the day and re-freeze at night. It's insane. So all of you back in Michigan saying "Yeah, but *I* know how to drive in snow!" or "But I have 4-wheel drive!", that isn't the problem. It's driving on a solid sheet of ice, up or down hills like this. All over town. This street is one of the 3 main East-bound exits from my neighborhood (there is no West-bound unless you have a sailboat!) - the other two aren't *as* steep, but almost. Other access points include bridges and overpasses that freeze over quickly.
Ah ha! I actually WAS wondering how things could so completely shut down with so little snow. I guess rain is more normal for your part of the world :) That hill looks positively treacherous. Came over here from the Feeling Stitchy Blog. Happy Yule!

Your snow was on the news tonight and they showed a woman walking on the ice in heels. Guess she didn't have any boots.
